La viabilidad de las finanzas públicas colombianas

Abstract

Este artículo examina la sostenibilidad de las finanzas públicas del país mediante la utilización de un modelo de equilibrio parcial. En primer lugar, se muestra la situación de insostenibilidad actual de las finanzas. En segundo, se establecen diversos escenarios posibles de gastos, mostrando las ajustes necesarios del déficit primario para estabilizar la deuda de largo plazo. Como lo muestran los ejercicios, se requiere un gran esfuerzo para lograr este objetivo. Se propone un ajuste fiscal mínimo de 3,5-4,0 por ciento del PIB, el cual podría estar dado de un lado por un incremento en 2 a 3 puntos de los ingresos tributarios y, de otro lado, por un recorte del gasto público equivalente a 1,5 por ciento.
