Contribución al diagnóstico sobre la deuda social rural en Colombia

Abstract

Esta investigación analiza la pobreza rural en Colombia y la situación del mercado laboral rural durante 1988 y examina su evolución durante el periodo comprendido entre 1978 y 1988 con base en las Encuestas de Hogares Rurales. El estudio encuentra una creciente concentración de la población rural en los centros de población lo cual conlleva a una menor vinculación laboral a la actividad agropecuaria y a una transformación de las condiciones de la oferta laboral rural. Los resultados demuestran que estos cambios en el mercado laboral incrementan la importancia relativa del salario como fuente de ingresos, mejoran la distribución del ingreso rural y contribuyen a la disminución de la pobreza absoluta. No obstante, la disminución en la pobreza absoluta obedece más a cambios en la estructura del hogar que a las transformaciones en el mercado laboral. Las insuficientes mejoras en la educación rural y la lenta inversión en infraestructura física y social en el área rural retrasan las disminuciones en la pobreza no absoluta.
