Valor agregado municipal, un ejercicio de categorización empleando componentes principales y análisis de conglomerados

Abstract

La Ley 136 de 1994 (posteriormente modificada parcialmente por la Ley 617 de 2000) determinó la forma de categorizar a los municipios de Colombia, basada en criterios poblacionales e ingresos de libre destinación. Mediante la Ley 1551 de 2012 se estableció que el DANE debía calcular un indicador de importancia económica municipal definido como el peso del valor agregado de un municipio dentro de su departamento ponderado por el total nacional. Adicionalmente la Ley 1551 determinó que se debía categorizar a los municipios por medio de ese indicador, y el resultado fue una categorización cuyo criterio principal es el valor agregado total municipal. Esta forma de categorizar a los municipios puede no ser la más adecuada para los hacedores de políticas públicas, ya que no tiene en cuenta las potencialidades de los municipios colombianos en lo que se refiere a actividades económicas. Este trabajo busca proporcionar otro enfoque de categorización que permita identificar las potencialidades de grupos de municipios y servir de punto de partida para extender el ejercicio a nivel departamental. ****** The law 136 of 1994 (modified partially by the law 617 of 2000) defined how must be categorized the Colombian municipalities based on population criteria and income from free destination. Through the law 1551 of 2012 which determined that DANE had to calculate an economic municipality importance index defined as the weight of the added value of a municipality within its department, weighted by the national aggregate. In addition, the law 1551 stated that the municipalities must be categorized using this index and the result was a categorization which principal criterion is the total added value per municipality. This way of categorization municipalities couldn’t be the most convenient for public policy makers, because it doesn’t consider the potentiality of the Colombian municipalities in the economic activities. This work pretends to show another approach to categorization that allows identifying the potentialities of municipalities groups and being a starting point to extend the exercise to a local level.
