El Tercer Censo Nacional Agropecuario de Colombia Primera aproximación conceptual

Abstract

Colombia en su historia republicana ha realizado dos Censos Nacionales Agropecuarios, el último de los cuales se llevó a cabo en 1970. A partir de esta fecha el Ministerio de Agricultura y Desarrollo Rural, el DANE y el sector privado han realizado esfuerzos para generar indicadores sectoriales, pero en general no se ha podido satisfacer la actual demanda de información agroambiental. En general se propone un III CNA disenado para suplir información periódica (cada diez anos), en los diferentes niveles de la división político-administrativa del país (municipal, departamental, nacional), con visión integral y prospectiva, soportado en la amplia experiencia del DANE, el MADR y los gremios de la producción agropecuaria en investigaciones estadísticas rurales, e integrado al Sistema Estadístico Nacional (SEN), es decir, a las investigaciones estadísticas de otros sectores y al plan de encuestas intercensales a largo plazo. El III CNA tendrá cobertura rural y nacional; se levantará información mediante entrevista a los productores agropecuarios, observaciones y mediciones objetivas en la unidad de producción agropecuaria. Los datos estructurales se levantarán en todo el universo de estudio y se propone algunos datos coyunturales en una muestra concensal. Para el registro de los datos en campo se utilizará un cuestionario único, GPS y software geográfico y alfanumérico integrados e instalados en un dispositivo móvil de captura que permitirá el control de calidad, la cobertura y la transmisión electrónica. Para la capacitación se utilizará el desarrollo de las tecnologías de información y comunicación y el personal de campo con perfil agropecuario será contratado a nivel local. El III CNA es la piedra angular del Sistema Estadístico Agropecuario y del Sistema Estadístico Nacional. ******* Colombia in its republican history has produced two national agricultural census. The last census was carried out in 1970. Since that year the Ministry of Agricultural and Rural Development (MADR), the Dane and the private sector have done substantial efforts to generate sectoral indicators, that in general have not been able to satisfy the current demand for agro-environmental information. For that reason is necessary the CNA III, designed to meet periodic (every ten years), at different levels of political and administrative division of the country (municipal, provincial, national), with integrated vision and foresight, supported by the extensive experience of DANE, MADR, the associations of agricultural production in rural statistical research, and integrated into the National Statistical System (SEN), which is statistical research in other sectors and the intercensal long term survey plan. The III CNA will have rural and national coverage, and will gather information by interviewing farmers and objective measurement in the agricultural production unit. The structural data are lifted in the entire universe of study and proposed some of short-term data on a concensal sample, to record data in field using a single questionnaire, GPS and geographic and alphanumeric integrated software, installed on a mobile capture device, enabling quality control, coverage and electronic transmission. The training process will use modern communication technologies for the field staff who will have an agricultural profile and be hired locally. III CNA is the cornerstone of Agricultural Statistical System and the National Statistical System.
