La ruralidad en Colombia: una aproximación a su cuantificación

Abstract

Se propone el diseno de un Índice de Desarrollo Rural (IDR) para la medición de municipios y departamentos. La metodología de diseno fue la elaborada por el Instituto Interamericano de Cooperación para la Agricultura (IICA) por medio del Índice de Desarrollo Rural Sostenible, con algunas modificaciones, y consiste en la aplicación de veinte variables agrupadas en cuatro dimensiones: ambiental, político-institucional, social y económica. Los resultados indican que el 87% de los municipios son predominantemente rurales y representan el 35,5% de la población. Los departamentos con mejores niveles de desarrollo según el índice son: Cundinamarca, Quindí o y Santander, en el extremo opuesto se ubican: Guaviare, Chocó y Guainía. Además se evidencia que la pobreza no está asociada con el grado de ruralidad, y que el IDR está correlacionado con variables que normalmente se utilizan para medir el grado de desarrollo de una región. Se concluye que el índice permite tener una mirada multidimensional de las condiciones y potencialidades de un territorio. ****** A rural development index for the country’s departments and municipalities was created and designed through the methodology developed by the IICA, through the sustainable rural development index, with some modifications. For the process it was used a total of 20 variables divided in four dimensions: environmental, polity-institutional, social, and economic. The results indicate that the 87% of the municipalities are mainly rural and represents only the 35,57% of the total population. The departments showing the best levels of development, according to this index are Cundinamarca, Quindío and Santander, with negative results were found: Guaviare, Chocó, and Guainía. The results showed that poverty level is not associated with the degree of rurality. And it was also found that the IDR is correlated with some variables that normally are used to measure the level of development in a region. It is concluded that the Index provides a multidimensional look of the conditions and potentials aspects of a national territory.
