La cuestión metropolitana y la estadística territorial en Colombia

Abstract

El carácter concentrador de la urbanización de la población colombiana se acentúa habiendo ingresado a la fase de metropolización, en la que nueve zonas con sus núcleos y otros cincuenta y seis municipios “metropolizados” han establecido interacciones sociales, económicas y físicas que la reafirman. La interdependencia de unos con otros exige medidas de diferente alcance espacial a las que promueve el esquema municipalista vigente en Colombia. Pero el modelo territorial de Estado se resiste a enfrentar el desafío que significa la metropolización para la nación colombiana. Por su parte, la estadística territorial y la cobertura espacial de investigaciones como la de la inflación (IPC-08), el empleo (GEIH) y la industria (EAM) emplean horizontes espaciales “metropolitanos” diferentes. Esa estadística debe anticipar la discusión sobre el nuevo modelo territorial de Estado sugerido por la Constituyente de 1991 pero, además, colocarse a la vanguardia del diseno de metodologías que den cuenta de la naturaleza del fenómeno metropolitano, esto es, de la interacción social, económica y física entre entes territoriales diversos. ******* The concentrative nature of the urbanization of the colombian population is accentuated having entered to the metropolisation phase, in which nine cores with 56 other municipalities have established social, economic and physical interactions that reaffirmed. The interdependence of each other requires measures of different spatial extent to which the scheme encourages local laws on Colombia. But the territorial model of state, as well as regional statistics, are reluctant to confront the challenge posed metropolisation for the Colombian nation. For its part, the territorial statistical and spatial coverage of research such as inflation (IPC-08), employment (GEIH) and industry (EAM) used spatial horizons “metropolitan” different. That statistic should anticipate the discussion on the new territorial model suggested by the Constitution of 1991 but also in the forefront of design methodologies that take into account the nature of the metropolitan phenomenon, that is, social interaction, economic and physics among several local authorities.
