La prestación de los servicios de agua potable y saneamiento básico en Colombia. Análisis y prospectiva

Abstract

La política pública del sector de agua potable y saneamiento básico (SAPB) en Colombia tiene una expresión muy concreta a través de la prestación de los servicios públicos domiciliares de acueducto y alcantarillado. Desde la prestación se materializa tanto la calidad, cobertura y continuidad del acceso de agua potable, así como la disposición de las aguas residuales de manera directa por la población. Este documento busca comprender la evolución de dicho sector, tomando como referencia los principales indicadores que miden la prestación del servicio. Asimismo, revisa las condiciones de su financiamiento y la eficiencia de los recursos públicos. Finalmente, plantea propuestas específicas sobre aspectos estructurales que deberían orientar la política, con el fin de lograr una mayor eficiencia del financiamiento público en perspectiva de universalización de los servicios y el logro de las metas de los Objetivos de Desarrollo Sostenible (ODS).
