Reformas agrarias en Colombia: experiencias desalentadoras y una nueva iniciativa en el marco de los Acuerdos de Paz en la Habana

Abstract

Este artículo pretende propiciar la reflexión sobre las reformas agrarias implementadas en Colombia y la actual propuesta sobre una Reforma Rural Integral (RRI) concertada en el marco de los acuerdos de paz que sostiene actualmente el gobierno y las FARC en la Habana. Este documento brinda al lector, la posibilidad de reflexionar sobre los antecedentes históricos, conceptos, los resultados y las discusiones en torno a los problemas acuciantes de la estructura agraria del país. Se reflexiona acerca de los planes que se promueven actualmente con la propuesta de la RRI, mediante un análisis comparativo, tendiente a sentar las diferencias y similitudes con las reformas agrarias implementadas anteriormente. Finalmente, se presenta algunas opiniones sobre los temas que no se incluyen en la agenda individual de la propuesta, que son de obligatoria discusión para que se promueva un desarrollo del sector agrario.
