Y.P.F.: Estudio de las causas del quebranto y privatización

Abstract

El presente artículo tiene por objeto analizar cuáles fueron las causas del deterioro económico y productivo, entre 1976 y 1989, de la principal empresa argentina, Yacimientos Petrolíferos Fiscales (Y.P.F.). En este sentido, se pretende discutir si las pérdidas que registró la petrolera estatal durante el período mencionado se debieron a su ineficiencia" productiva -como sostenía en 1989 el flamante gobierno de Carlos Menem- o si, por el contrario, respondieron a políticas aplicadas por las autoridades económicas y la Secretaría de Energía de la Nación que fueron debilitando su funcionamiento desde 1976, a la par que potenciaban la dinámica del capital privado que operaba como contratista. El análisis que contiene el artículo permite sostener, como principal conclusión, que los déficits que presentaba la firma respondieron a la segunda de las hipótesis senaladas."
