¿Tienen futuro las empresas públicas en la provisión de los servicios públicos?

Abstract

Se ha vuelto lugar común el escuchar que la mejor opción, y casi la única, de que disponen los países en desarrollo para modernizar sus economías es la reducción del tamano del Estado y la transferencia al mercado y a la racionalidad privada de muchas de las actividades que actualmente se prestan por intermedio de empresas públicas.En esta conferencia trataré de exponer los argumentos teóricos que sustentan esta tesis, confrontándolos con los que habitualmente se emplean para justificar la existencia de la empresa pública. De esta discusión y del exámen de la experiencia de otros países espero derivar una evidencia fuerte en favor de la participación de la empresa pública en la prestación de servicios en los cuales es inevitable la conjunción de objetivos económicos y sociales.
