Políticas económicas sectoriales versus sostenibilidad. La camaronicultura y los manglares de Tumaco

Abstract

Los manglares son considerados ecosistemas únicos de gran riqueza biológicos, son sitios de refugio, alimentación y anidación de diversas especies de peces, crustáceos, moluscos, mamíferos, aves, reptiles y anfibios, además de presentar la más alta productividad del planeta. Este ecosistema viene siendo deteriorado por diversas actividades antrópicas, siendo la camaronicultura una de las actividades productivas que causa impactos mas severos sobre los ecosistemas costeros y específicamente sobre los bosques de mangle. En este articulo se evalúan los incentivos económicos de diversa índole, que el estado venia otorgando al sector camaronicultor y se analizan los impactos ambientales y sociales que dicha actividad genera. El estudio evalúa especialmente a las empresas camaroneras ubicadas en el municipio de Tumaco y pone en evidencia el conflicto, que históricamente ha existido, entre los intereses individuales y colectivos por apropiarse de los sistemas naturales y la ausencia de coherencia y coordinación entre las políticas sectoriales y ambientales.
