Regulación urbana, precio e informalidad de la vivienda en Cartagena de Indias

Abstract

Este documento trata de encontrar una relación entre el nivel de rigidez de regulación urbana, el precio promedio del metro cuadrado de viviendas y la proporción de éstas que se catalogan como informales en la ciudad de Cartagena de Indias. Se plantea que las normas más estrictas generan un mayor precio de viviendas formales y esto puede generar una mayor proporción de viviendas informales dentro de un barrio o en los barrios vecinos. A partir de estimaciones econométricas y la utilización de Sistemas de Información Geográfica (SIG) se concluye que las diferencias en reglamentación afectan los diferenciales en precios, haciendo más costosa a la zona más reglamentada; y a su vez se evidencia que al incrementar el precio promedio de la vivienda, la proporción de viviendas informales dentro del barrio es menor.
