Entre el poder y la resistencia. Asesinato de líderes sociales y restitución de tierras en Colombia

Abstract

Resumen : En este trabajo, estudio la relación de la firma del acuerdo de paz con las FARC en 2016 y el aumento del asesinato de líderes sociales en los municipios donde se han llevado a cabo procesos de restitución de tierras. Empleando un modelo de diferencias en diferencias, se encuentra que, tras el acuerdo de paz en aquellos municipios con presencia de las FARC y solicitudes inscritas al Registro de Tierras Despojadas y Abandonadas Forzosamente (RTDAF) el asesinato de líderes sociales aumentó 16.7 puntos porcentuales con respecto a municipios sin presencia de las FARC. Dicho resultado se explica por los vacíos de poder que dejaron las FARC en los territorios, los cuales crearon incentivos para que otros actores armados tomaran el poder e impusieran un nuevo orden a través del asesinato de líderes sociales. De igual manera, los resultados alertan sobre el posible peligro que pueda enfrentar los procesos de restitución de tierras tras la llegada de nuevos actores armados a los territorios. Abstract : In this paper, I study the effect of the peace agreement with the FARC in 2016 and increase of the assesinations of social leaders in municipalities where land restitution processes have been carried out. By using a difference-in-difference model I found that, after the peace agreement in those municipalities with FARC presence and applications registered in the Registry of Forcibly Abandoned and Despoiled Lands (RTDAF by its spanish acronym) the murder of social leaders increased 16.7 percentage points with respect to municipalities without FARC presence. This result is explained by the power vacuums left by the FARC in the territories, which created incentives for other armed actors to take power and impose a new order through the assassination of social leaders. Likewise, the results warn about the possible danger that land restitution processes may face after the arrival of new armed actors in the territories.
