Identificación y priorización de barreras a la eficiencia energética : un estudio en microempresas de Medellín

Abstract

Resumen: La difusión y penetración de medidas de uso eficiente de energía tienen impactos positivos tanto sobre la competitividad como sobre las condiciones de seguridad de las firmas. Empero, tales impactos son difíciles de alcanzar en la práctica debido a la presencia de barreras que limitan la toma de decisiones por parte de los agentes económicos. Este trabajo identifica, evalúa y valora una serie de barreras al uso eficiente de energía en microempresas de Medellín-Colombia. Mediante el método Proceso de Análisis Jerárquico, se encuentra que la ausencia de incentivos, los altos costos de inversión, la falta de conocimiento e información del empresario, la falta de disponibilidad de equipos eficientes y los riesgos técnicos, son las principales limitantes. Algunas estrategias para contrarrestarlas plantean que la información debe responder al contexto específico, los instrumentos económicos considerar políticas de precios e incentivos financieros, y la regulación el establecimiento de estándares para mejorar parámetros tecnológicos. / Abstract : The diffusion and penetration of energy efficient measures have positive impacts on both the competitiveness and security conditions in which the firms operate. However, these impacts are difficult to achieve in practice due to the presence of barriers that limit the decision-making process by economic agents. This research identifies, evaluates, and ranks a number of barriers to the efficient use of energy in the microenterprises from Medellin-Colombia. We used the Analytic Hierarchy Process method, finding that the absence of incentives, the high initial investment costs, the lack of knowledge and information of the manager, the lack of availability of efficient equipment and the technical risks, are the main constraints. Some strategies to minimize its impact: information must respond to the specific context to be effective, economic instruments must account for pricing and financial incentives, and regulations must be involved in establishing standards to improve technological parameters.
