Enfoques institucionales sobre sistemas pensionales algunas reflexiones para el actual debate en Colombia

Abstract

Este estudio reflexiona en torno a la situación del sistema de pensiones en Colombia a comienzos del siglo XXI. Se presenta un análisis del contexto sociohistórico, atendiendo los factores demográficos, políticos, administrativos y económicos que han afectado la evolución del sistema y se compara cada uno de los sistemas, a fin de mostrar las dificultades y ventajas que cada uno representa, de cara al desarrollo futuro del sistema. Asimismo, tomando como paradigmas los conceptos del Banco Mundial y OIT se plantean cuáles serían las salidas más viables a la hora de reformar el sistema, en tanto que se minimice el impacto fiscal y se garantice el pago de pensiones a los aportantes.
