De la Ley 797 de 2003 al Acto Legislativo N.° 1 de 2005. Una reforma pensional inconclusa

Abstract

Este documento realiza una aproximación al Sistema General de Pensiones, desde la perspectiva del bienestar de las personas, poniendo de presente inequidades y problemas que persisten en el sistema y formulando recomendaciones de política para su futuro. Se analizan temas como el alto costo de manejo de las cuentas de ahorro individual, la inequidad entre mujeres y hombres en materia pensional, el tratamiento fiscal de las contribuciones voluntarias, los regímenes especiales y la cobertura de los trabajadores independientes. Asimismo, este estudio destaca el impacto negativo que producen las sucesivas reformas al sistema, en tanto que menoscaban la confianza de los ciudadanos, principalmente los más jóvenes, en el sistema. Finalmente resalta la necesidad de estudiar modificaciones que garanticen la viabilidad y estabilidad financiera del sistema, para garantizar la seguridad de las personas en su vejez.
