Economía institucional de la intervención urbanística estatal

Abstract

Colombia dispone de una Reforma Urbano cuyo contenido es mirado y admirado en todo el mundo. Tal contenido contiene los diferentes instrumentos que orientan la intervención urbanística del Estado y con cuya aplicación se pretende obtener mejores resultados socio-económicos y espaciales que con la mera intervención de la "mano invisible descontrolada" que sugiere el pensamiento neo-conservador contemporáneo. La producción de los bienes públicos urbanos se orienta, en lo fundamental, a proveer las funciones de habitabilidad, accesibilidad y sociabilidad en miras de su universalización; con tal propósito, los instrumentos al alcance del Estado se agrupan en los de planeamiento, gestión, regulación y financiación. La noción de la acción colectiva urbana, discutida desde la tradición de la economía institucional inaugurada por John Commons, oriente la crítica al laissezferismo urbano y los regímenes urbanísticos permisivos que han permitido la profundización del legado ibérico de la segregación socio-espacial urbana.
