Abstract

Colciencias es la entidad líder y coordinadora del sistema nacional de ciencia, tecnología e innovación cuyo objetivo es promover las políticas públicas para fomentar la Ciencia, Tecnología e Innovación (CTI) en Colombia a través de cuatro áreas: Investigación, Educación para la investigación, cultura científica, innovación y mentalidad. En este contexto, se presentan los principales indicadores de gestión y desempeno de esta entidad que son fundamentales para entender las dinámicas de la CTI del país como ente rector de esta temática. Los indicadores que se presentan en este capítulo describen el presupuesto y su ejecución en la entidad para los últimos anos, la modalidad de proyectos que se financian desde diferentes perspectivas como tipo de financiación o áreas de conocimiento de la OECD y el programa de incentivos tributarios como una estrategia para promover la CTI en diferentes sectores productivos. Esta información se constituye en un insumo principal para el reto actual de Colciencias a partir de la Ley 1951 del 24 de enero de 2019 que crea el Ministerio de Ciencia, Tecnología e Innovación, donde es importante analizar estos indicadores para determinar la gestión y operación de este nuevo Ministerio.
