Problemas del seguimiento y la evaluación del Plan Nacional de Desarrollo en Colombia (1991-2003)

Abstract

El objetivo de este trabajo es clasificar los problemas que ha enfrentado el Departamento Nacional de Planeación al hacer seguimiento y evaluación de los Planes Nacionales de Desarrollo, y más específicamente la Dirección de Evaluación de Políticas Públicas de la misma entidad. La clasificación de los problemas se hace de acuerdo a los siguientes criterios: 1. Problemas de diseno institucional, 2. Problemas relacionados con la Información del sistema, 3. Problemas relacionados con los indicadores, 4. Problemas relacionados con la rendición de cuentas. El trabajo utiliza como fuentes una serie de entrevistas a los funcionarios, exfuncionarios y consultores del DNP encargados de las funciones de seguimiento y evaluación. Las conclusiones muestran los avances en el proceso de aprendizaje del DNP y del gobierno central en el tema.
