Macro-Corrupción y Cooptación Institucional en el departamento de Córdoba, Colombia

Abstract

El estudio reconstruye y analiza la extensa red de corrupción, captura y cooptación institucional del sector salud del departamento de Córdoba, que operó particularmente en el periodo 2012-2018. Para ello se utilizan métodos de Análisis de Redes Criminales (ARC), basados en la teoría de redes, y fuentes públicas oficiales para la reconstrucción de la red. La estructura de macro-corrupción está conformada por las subestructuras que han sido comúnmente denominadas por los medios colombianos como el Cartel del Bastón, el Cartel del VIH, el Cartel del Síndrome de Down y el Cartel de la Hemofilia. Sujeta a la información reportada por fuentes públicas, la metodología permite identificar agentes o roles más centrales, o con mayor capacidad de articulación en la red, y aquellos con mayor poder para arbitrar en los recursos tramitados en ésta. Lo anterior informa sobre el funcionamiento y resiliencia de la estructura de corrupción.
