Relación entre la acumulación regulatoria y el Producto Interno Bruto en Colombia

Abstract

En este artículo se analiza la relación entre el nivel de regulación y el Producto Interno Bruto de Colombia para 9 grandes sectores productivos entre 1994 y el 2014. Se presenta una aproximación del nivel regulatorio a partir de la información disponible en la base de datos REGCOL 1.0 del Observatorio de Mejora Normativa. A partir de una estimación por efectos fijos de sector se encontró que los incrementos en el nivel de regulación en Colombia entre el ano 1994 y el 2014 presentaron rendimientos marginales decrecientes respecto al nivel de PIB de los sectores productivos del país. Es decir que existe un nivel aproximado a partir del cual el nivel de regulación está relacionado negativamente con el nivel de PIB. Así mismo, a través de este análisis se pudo establecer que los sectores de manufacturas, electricidad, gas y agua y el de transporte y comunicaciones, se vieron enfrentados a niveles de regulación asociados a menores niveles del PIB durante este periodo. Por último, se presentan recomendaciones de política que buscan favorecer la eficiencia y calidad del sistema regulatorio actual del país.
