Abstract

Law 715 of 2001 changed the implications associated to the certification within the Colombian health sector. Since its implementation, certified municipalities can only spend their additional resources in the care of the uninsured poor (supply subsidies). Before, said resources could also be invested in public health and the subsidized regime. Moreover, said transfers have decreased progressively. This study develops a preliminary evaluation of the effects of these changes on the subsidized coverage, between 1998 and 2004, using the difference in differences methodology. Results indicate that certified municipalities increased coverage, compared to the uncertified ones, by 11.6 percentage points (p.p.) in 2002, 13.5 p.p. between 2002 and 2003, and 28.2 p.p. between 2003 and 2004.
