El sistema tributario colombiano: diagnóstico y propuestas de reforma

Abstract

Colombia recauda poco y lo hace violando principios de tributación deseables. Sobre ese hecho, que documentamos con detalle en el texto, proponemos las rutas que habría que recorrer para mejorar el estatuto: no se trata solo de ajustes en parámetros sino de los principios que deberían regir la discusión pública, incluyendo su legitimidad y la importancia de la gradualidad en la implementación de los cambios. Proponemos reformas de fondo en los impuestos a las empresas, las personas naturales, los verdes y saludables, entre otros. Los cambios propuestos, que tomarían cerca de diez anos en entrar todos en vigor, permitirían un estatuto más progresivo, más eficiente y justo y recaudarían más de 3 % del PIB adicional.
