Los subsidios pensionales en el Régimen de Reparto Colombiano: reformas paramétricas para focalizar correctamente el gasto social del estado

Abstract

Este artículo discute los impactos generados al considerar únicamente los últimos diez anos de cotización en el cálculo del valor de las mesadas otorgadas por el Régimen de Reparto Colombiano. Los resultados demuestran que considerar un periodo de tiempo reducido en el cálculo de las pensiones concentra los subsidios otorgados por el Régimen de Reparto en los individuos de mayores ingresos. Un segundo resultado evidencia la bondad, en términos de equidad de una posible ampliación el período de cálculo del ingreso base de liquidación. De otro lado, los resultados evidencian la desactualización de los demás parámetros del sistema (edades, tasas de reemplazo), lo que exige una actualización que destaque las características demográficas de la población colombiana.
