Compliance with Artisanal Fisheries Regulations: Do Morality and Legitimacy Matter?

Abstract

We study the compliance behavior of artisanal fishermen in central-southern Chile. Our empirical analysis explores the role of individual morality and perception of legitimacy as determinant factors in the decision to violate regulations. The results indicate that both individual moral standing and legitimacy considerations are important for fishermen non-compliance decisions. We present evidence that not only moral and legitimacy considerations are important for the compliance decision, but also to the intensity (frequency) of the violations. Implications for enforcement design are then addressed.
