Abstract

Analyse évaluative des unités conventionnées et des unités autonomes de services analyzes the contribution of financial easing and power delegations granted to units which have committed themselves by signing Accountability and Performance Agreements (APAs) and to autonomous service units (ASUs) as far as performance improvement is concerned. The results clearly show that the financial easing as well as easing of human resources burden are tied to the performance of both the committed units and the ASUs. Moreover, one of the most interesting points raised is that the combination of financial easing and easing of human resources burden has a greater impact on performance than if taken separately.

Analyse évaluative des unités conventionnées et des unités autonomes de services fait le bilan de la contribution des assouplissements et des délégations de pouvoir accordés aux unités conventionnées ayant conclu des conventions de performance et d’imputabilité (CPI) ainsi qu’aux unités autonomes de service (UAS) quant à l’amélioration de leur performance. Les résultats indiquent clairement que les assouplissements de nature financière ainsi que ceux rattachés aux ressources humaines sont liés à la performance des unités conventionnées et des UAS. Qui plus est, une des observations les plus intéressantes est le fait que la combinaison des assouplissements financiers avec ceux rattachés aux ressources humaines a un lien avec la performance plus important que lorsque pris séparément.
