O novo paradigma de desenvolvimento rural:Os polos de excelência rural

Abstract

O novo paradigma rural requer importantes mudanças na concepção e implementação de políticas para incluir uma abordagem cross-cutting e multi-nível da governância territorial. Desenhar políticas de desenvolvimento rural para diferentes territórios exige a conciliação de conhecimento dos diversos actores públicos e privados. As tradicionais estruturas hierárquicas tornaram-se inadequadas para gerir eficazmente estas políticas e são necessários ajustamentos entre três dimensões chave da governância: horizontalmente, ao nível central e local e verticalmente, entre os diversos níveis de governo (OECD, 2006:17). Neste contexto, dois princípios caracterizam o novo paradigma rural: o papel do espaço por oposição aos sectores e a ênfase nos investimentos em vez dos subsídios. O objectivo deste artigo é analisar a experiência das políticas públicas francesas relativas ao desenvolvimento das cidades e espaços rurais - os Pólos de Excelência Rural.
