Hacia la construcción de un fondo fiscal anticíclico

Abstract

La inexistencia de mercados completos, en un entorno de incertidumbre, es uno de los problemas de las economías latinoamericanas que determinan un sendero subóptimo de gasto público con la consiguiente pérdida de utilidad social. Este problema se presenta a través de un alto grado de correlación positiva entre el gasto y los ingresos del estado, condenando a las economías, que presentan este problema, a disponer de crédito en los buenos tiempos y carecer del mismo en los malos tiempos. El objetivo del trabajo consiste en encontrar una opción de segundo mejor a través de la definición de un fondo fiscal anticíclico que compense la falla del mercado de capitales frente a una caída de los ingresos públicos, aún asumiendo un costo de bienestar. / The existence of incomplete financial markets, in an environment of uncertainty, is one of the problems of the Latin American economies, that determines a suboptimal path of public spending, with the consequent loss of social welfare. The existence of a high degree of positive correlation between public expenditure and revenue, condemning economies, to having credit in good times and lacking it in bad times. The objective of the work is to find a second best option through the definition of anticyclical fiscal fund that compensates for the failure of capital market, in the face of a fall in public revenue, even with loss in welfare.
