Abstract

This paper aims to analyze the economic resilience of Brazil’s semiarid region to the phenomenon of droughts. Specifically, the work proposal was to use Hirschman and Furtado analysis about economic development and the issues of droughts in Brazilian Northeast to build a notion of evolutionary resilience to droughts on the region. The paper focus on political and institutional aspects as determinants of the regional resilience by studying the governmental action against this environmental shock. It shows how this economy have become a vulnerable and few resistant system, non-able to learn and adapt from shocks, that is, a non-resilient regional economy.
