L'Etat auto-géré en Afrique

Abstract

On étudie l'arbitrage que peut faire le gouvernement entre le niveau de rémunération des fonctionnaires et leurs effectifs, en supposant que ces agents peuvent contribuer à la production du pays. Son choix dépend de la pondération qu'il accorde à l'intérêt général de l'économie par rapport au bien-être des fonctionnaires. L'Etat autogéré est défini comme celui pour lequel seul ce dernier compte. Ce modèle jette un éclairage sur des données concernant une vingtaine de pays africains en 1987, dont les choix sont significativement différents les uns des autres sur ce point.
