Nueva agenda internacional de desarrollo, ¿nuevas perspectivas para América Latina y el Caribe?

Abstract

El marco de acuerdos internacionales que guía las actuaciones de los distintos actores del sistema de cooperación para el desa-rrollo ha sido muy variado, y hasta fechas muy recientes no se ha empezado a estandarizar un modelo que recoja los consensos alcanzados tras más de medio siglo de políticas de ayuda internacional y sobre el que pueda articularse un sistema más ambicioso, basado en objetivos comunes de desarrollo. En los albores de este nuevo siglo NNUU ha impulsado una agenda internacional de objetivos de desarrollo (los llamados Objetivos de Desarrollo del Milenio, ODM) que ubica a la lucha contra la pobreza —entendida desde una perspectiva multidimensional— como bandera de la acción solidaria internacional. La implicación más evidente ha sido una modificación del “mapa de la ayuda”, progresivamente orientado hacia las regiones más pobres del planeta y, consiguientemente, reduciendo su presencia en los países de desarrollo intermedio, en general, y en América Latina y el Caribe (ALC), en particular.
