Guiné-Bissau: A evolução 2010-2016

Abstract

Este texto foi produzido para um Working Paper sobre os Direitos Humanos (DH) na Guiné – Bissau no âmbito do projeto Observatório de Direitos e como ficou demasiado extenso os autores decidiram individualizá-lo e apresentar no referido WP uma versão mais reduzida. Apresenta o contexto de instabilidade institucional e política que se vive no país, procurando traçar cenários possíveis para um futuro próximo, já que dificilmente o Estado terá acesso a recursos para realizar de eleições gerais antecipadas clarificadoras da situação e que tenham por base um compromisso politico/constitucional que previna a repetição da situação atual. As fontes são escritas e orais, desde documentos oficiais dos órgãos de soberania, partidos e organizações da sociedade civil até entrevistas e conversas informais em Bissau. Mas saliente-se que desde há muitos anos dois dos autores trabalham em projetos de pesquisa e desenvolvimento, em particular sobre a Guiné-Bissau e o terceiro autor é guineense, vive e intervém civicamente no país, pelo que a sua capacidade conjunta de compreender os eventos é uma mais-valia para tal análise.
