Economia Informal e Políticas em Moçambique: lógicas e práticas dos mukheristas

Abstract

O presente texto discute a relação entre políticas e economia informal em Moçambique, concentrando-se concretamente nas lógicas e práticas dos mukheristas, micro-importadores informais que operam na cidade de Maputo. A análise é feita com base em dois pressupostos teóricos, designadamente: a racionalidade diversa apresentado por Hugon (1999, 2000) e a teoria da acção fundamentada (theory of reasoned action) de Fishbein e Ajzen (2010). A questão central do trabalho é: que percepções de riqueza e de pobreza decorrem da prática domukhero? Duas das conclusões centrais do texto são: (1) o mukhero permite reduzir pobreza e gerar riqueza, ambos numa extensão limitada; (2) os decisores políticos de topo poderão estar a incentivar deliberadamente a economia informal como estratégia de garantir o controlo do reduzido sector formal do qual tiram dividendos às expensas de toda a sociedade.
