Abstract

One of the difficulties of measuring performance in the deliver y of police services from surveys is the problem of reconciling views about the quality of policing of distinct groups of respondents with different prior outlook about policing. This paper suggests a method for addressing the problem of the differences in the demographic composition of victims and non-victims of crime to draw robust conclusions. It appears that perceptions of victims of crime about the responsiveness of the police to requests for help are more pessimistic than the perceptions of those who express an opinion about the service they would receive in the hypothetical case of themselves becoming victims of crime.
