Descentralización en el Caribe Colombiano: las finanzas departamentales en los noventas

Abstract

Dada la relevancia de la descentralización fiscal, se estableció la necesidad de investigar sobre las finanzas públicas de los departamentos de la Costa Caribe colombiana y su evolución durante la década de 1990. En la investigación se concluye que el proceso de descentralización generó en la Región Caribe y en Colombia mayor inversión social (en educación y salud sobre todo) y en cierta medida acercó los gobernantes a los ciudadanos. De otro lado, los indicadores analizados en el documento no dan elementos para asegurar que la crisis fiscal de los departamentos de la Costa Caribe se presente más grave que la del conjunto de departamentos del país, pero sí contrastan con los mejores resultados presentados por el departamento de Antioquia, tomado como ejemplo de gestión fiscal en Colombia.
