Los subsidios de oferta y el régimen subsidiado de salud en Colombia

Abstract

La Ley 715 de 2001 cambió las implicaciones asociadas a la certificación en el sector de la salud en Colombia. Desde su implementación, los municipios certificados pueden ejecutar los recursos adicionales, derivados de su certificación, solo en la atención de la población pobre no asegurada (subsidios de oferta). Antes podían invertirse también en salud pública y en el régimen subsidiado. Además, estas transferencias extras han disminuido progresivamente. Aquí se evalúan, de forma preliminar, los efectos de estos cambios en la cobertura del régimen subsidiado, entre 1998 y 2004, usando la metodología diferencia en diferencias. Los resultados indican que los municipios certificados incrementaron su cobertura, en comparación con los municipios no certificados, en 11.6 puntos porcentuales (p.p.) en 2002; en 13.5 p.p. entre 2002 y 2003; y en 28.2 p.p. entre 2003 y 2004.
