Situación fiscal de los municipios de Antioquia: breve análisis comparativo 1990 - 2002

Abstract

La Constitución de 1991 profundizó la descentralización política y administrativa, con el objeto de consolidar a Colombia como una República unitaria, descentralizada y con autonomía de sus entidades territoriales. Este estudio hace un seguimiento al proceso de descentralización, a partir del análisis de la evolución estructural de los ingresos y gastos totales de una muestra de municipios de Colombia en estos últimos doce años, haciendo énfasis en la dependencia que tienen la mayoría de ellos de las transferencias del gobierno central nacional. Igualmente demuestra como las medidas institucionales y legales diseñadas para conjurar la crisis estructural de las finanzas públicas territoriales, han tenido incidencia en la disminución de los gastos de funcionamiento, los saldos de deuda pública y la consolidación de balances fiscales positivos después del año 2000.
