Trade in services in the Mercosur Area: economic assesment and issues for liberalization

Abstract

The main figures related with the contribution to growth and trade in the Mercosur countries are analyzed. They will suggest that the smaller countries have a lot to win with liberalization in services in Mercosur. The critical points of the negotiation are stressed, mainly those proposals that can bring at the end a regulatory environment that is more restrictive than now to international trade in services. Special attention will be given to the issue of rules of origin in services, which can be a source or restrictions to international capital mobility in the services sector.
