«El COVID-19, la complejidad y las políticas contracíclicas»

Abstract

Este ensayo se centra en resaltar que la teoría de la complejidad cuenta con los elementos teóricos necesarios para poder entender este tipo de fenómenos, de esta manera, concebir políticas públicas novedosas capaces de contener la crisis y promover la recuperación de la economía una vez que el contagio del virus sea superado. El documento describe una serie de políticas fiscales anticíclicas que podrían ser de utilidad para la economía mexicana. Algunas de estas medidas están siendo implementadas en otros países, otras más han sido planteadas por diversos analistas, y un tercer grupo son sugerencias propias. La adopción de una visión sistémica del problema permite entender el sustento teórico de las políticas y, de esta manera, evaluar su coherencia lógica, lo que constituye un paso fundamental para establecer sus posibilidades de éxito.
