Abstract

En este trabajo se presenta una metodología que permite estimar la función de costes implícita en la fórmula de reparto de la financiación sanitaria utilizando datos de gasto autonómico y controlando por la financiación total de cada comunidad. Aunque los resultados no son tan precisos como sería deseable, sí permiten extraer algunas conclusiones de interés sobre la dirección en la que habría que modificar la actual fórmula de necesidades de gasto para dotar a todas las regiones de los recursos necesarios para ofrecer un nivel uniforme de servicios sanitarios. Encontramos, en particular, que la fórmula actual muy probablemente infravalora los costes derivados del envejecimiento. También encontramos evidencia de economías de escala y de que los costes de la atención sanitaria aumentan con la superficie regional y con la insularidad y descienden con la renta disponible a través del grado de utilización del sistema sanitario público. Por otra parte, cuantificamos los sobrecostes salariales ligados a diferencias de niveles de precios entre regiones. Corrigiendo nuestras estimaciones por este último factor, construimos indicadores tentativos de necesidades de gasto regional a salarios de igual poder adquisitivo para el personal sanitario
