Marco de la descentralización fiscal. Evolución y situación actual

Abstract

El trabajo provee un marco para el estudio de las relaciones fiscales intergubernamentales en la Argentina. Se documentan la evolución de gastos e ingresos y se concluye que: (i) los recursos y los gastos están concentrados en el nivel nacional en tanto que el empleo lo está en el nivel subnacional; y (ii) el sector público está constituido por dos sectores especializados: la Nación en el pago de transferencias, con baja intensidad de uso de trabajo, y las provincias en la producción de bienes, con alta intensidad de uso de trabajo. Estas características generan pujas por la distribución de los recursos, presentes en la política fiscal argentina desde hace casi medio siglo. Se presenta un modelo teórico de pujas entre niveles de gobierno y se derivan conclusiones de relevancia para el diseño de la política fiscal.
