Efecto Flypaper. Un análisis para la relación fiscal naciónprovincias en Argentina (2003-2010)

Abstract

Se estudia un panel de 24 provincias argentinas en el período 2010-2003 y se concluye que el efecto flypaper está presente en el gasto corriente provincial. Adicionalmente, los datos no indican pruebas contundentes sobre una conducta diferencial respecto a la asignación de gasto de los gobernadores “ganadores” y los “perdedores” en el sistema de coparticipación federal. Se encuentran diferencias significativas en la presencia del efecto flypaper si efectuamos el análisis por finalidades y o funciones de gasto.
