Las Tensiones de la Banca Multilateral de Desarrollo en América Latina

Abstract

En los últimos años se observaron transformaciones que fueron reconfigurando el rol de los bancos multilaterales de desarrollo en cuanto a las directrices de sus mandatos originales y la oferta para los países prestatarios. Este trabajo constituye un abordaje inicial para analizar las características actuales de la banca multilateral de desarrollo que financia a América Latina (Banco Internacional de Reconstrucción y Fomento, Banco Interamericano de Desarrollo, Corporación Andina de Fomento, Fondo Financiero para el Desarrollo de la Cuenca del Plata, Banco de Desarrollo del Caribe y Banco Centroamericano de Integración Económica). Con el fin último de contribuir a pensar salidas superadoras a las estructuras de los actuales organismos que financian la región latinoamericana, este trabajo los analiza en base a dos dimensiones de análisis: legitimidad representativa (o estructura de gobernanza) y dependencia de recursos (estrategia financiera) y luego ensaya una propuesta de tipología.
