Coût réel pour l’Etat du deuxième pilier belge de pension pour salariés : l’approche actuarielle bouscule quelques à priori

Abstract

Le deuxième pilier belge des pensions complémentaires pour salariés jouit d’un traitement fiscal et parafiscal particulier qui induit un coût pour l’Etat. Diverses études macroéconomiques, basées sur une vision budgétaire, ont récemment proposé une mesure de ce coût. L’objet de cet article est, d’une part, de proposer une approche actuarielle basée sur le cycle de vie et, d’autre part, de mettre en évidence les interactions avec le premier pilier de pension légale. La prise en compte de ces éléments modifie sensiblement l’analyse et les conclusions, notamment en termes de degré de solidarité.
