A Viabilidade Da Produção De Algodão Em Propriedade Familiar: O Caso Do Sudoeste De Goiás

Abstract

Este artigo descreve a cotonicultura brasileira com enfoque nas mudanças que ocorreram neste setor e a possibilidade de inserção da agricultura familiar nesta cultura. A base teórica da pesquisa foi a Teoria da Produção que forneceu os instrumentos para a análise dos custos de produção e a viabilidade da cotonicultura para a agricultura familiar. A cotonicultura apresentou cenários diversificados desde a crise iniciada com abertura comercial e os problemas técnicos com as safras na metade da década de 90. Essas conjunturas têm demonstrado que essa cultura apresenta um elevado risco e é demandante de altos investimentos, o que a torna específica de grandes produtores. A agricultura familiar por suas características quanto ao tamanho da área e pelo uso intensivo de mão-de-obra não tem se inserido nesta cadeia. Contudo, cabe salientar que a falta de políticas públicas com infraestrutura e investimentos tem dificultado a inserção da agricultura familiar não só na cotonicultura, mas em todos os segmentos do agronegócio brasileiro. Inclusive destacando que os problemas se agravam no momento da comercialização agrícola. A mudança neste cenário para agricultura familiar só é possível com a ação do Estado de forma ativa e sustentada em políticas de capacitação. ---------------------------------------------------------------------- This work describes the Brazilian cotton crop with an approach in the changes that has occurred in this sector and the possibility of inserting the family agriculture in this culture. The theoretical base of the research was the Production theory that supplied the instruments for the analysis of the production costs and the viability of the cotton crop for the family agriculture. The cotton crop presented diversified scenes since the crisis initiated with a commercial opening and the technician problems with the harvests in the mid 90's. These conjunctures have demonstrated that this culture presents one high risk and requires high investments, which it becomes specific to great farmers. The family agriculture for its characteristics related to the size of the area and to the intensive use of labor works which has not been inserted in this chain. However, it fits to point out that the lack of public politics with infraestructure and investments, has made the insertion of family agriculture dificult not only in the cotton crop, but in all of the segments. Also highlighting that the problems may aggravate at the moment of the agricultural commercialization. The change in this scene for familiy agriculture is only possible with the action of the State in an active situation and supported form in the qualification of politics.
