O Governo Federal E O Mercado De Seguro Agrícola: Aprendendo Com O Passado E Construindo O Futuro

Abstract

A teoria econômica mostra que o mercado de seguro agrícola em moldes puramente privados não é possível. O apoio governamental é fundamental para o desenvolvimento deste mercado. Embora o Governo Federal tenha tentado implementar o seguro em meados da década de 50, a inexperiência e os sucessivos erros administrativos determinaram seu completo fracasso. Nos dias atuais, o Governo voltou a incentivar o mercado por meio da subvenção ao prêmio. Embora importante tal iniciativa não é suficiente. Neste sentido é elaborado um conjunto de recomendações – com base nos principais avanços da teoria econômica e nas experiências passadas – que merecem destaque na implementação de um programa de seguro agrícola.
