Barreiras Não-Tarifárias Sobre As Exportações De Leite E Laticínios Brasileiros

Abstract

O objetivo deste trabalho foi caracterizar a estrutura de barreiras não-tarifárias que incidem sobre leite e laticínios exportados pelo Brasil, identificando os principais tipos de barreiras adotadas por cada país importador. Foram utilizados dados de exportação de leite e laticínios obtidos na base de dados AliceWeb e dados de barreiras não-tarifárias obtidos na base de dados Trains 1999. Esses dados foram cruzados de várias formas e foram calculados os coeficientes de freqüência e cobertura para verificar os principais tipos de barreiras não-tarifárias, países que as impuseram e produtos sobre os quais elas incidiram. As BNTs são adotadas por alguns países e nesses incidem sobre a maioria dos produtos lácteos, alguns dos importantes importadores desses produtos do Brasil não impõem qualquer tipo de BNT. A maioria das restrições foi relativa a medidas, testes, quarentena, fiscalização, características do produto visando à proteção da vida humana e animal e incidiram sobre produtos mais relevantes em termos de valor exportado.
