Política De Seguro-Desemprego Ao Pescador Artesanal: Assitencialismo Ou Incentivo?

Abstract

O presente estudo tem como objetivo, caracterizar a política de seguro-desemprego destinada aos pescadores artesanais no Brasil, tendo como foco de análise o estado do Rio Grande do Sul. Para isso, utilizou-se em uma primeira etapa a pesquisa exploratória descritiva e logo após, em uma segunda, com o propósito de estimar a função de procura pelo benefício no estado do Rio Grande do Sul, usou-se o método dos Mínimos Quadrados Ordinários. Constatou-se que uma redução de 10% na quantidade de pescado oriundo da pesca artesanal, proporciona um aumento na procura pelo benefício de 12,6% e se analisada a função procura, anterior e posteriormente a 1998, verifica-se que ocorre um deslocamento da procura, o que têm um efeito ambíguo, pois ao mesmo tempo em que facilita o acesso ao benefício, pode estar atraindo mais indivíduos para atividade e em conjunto com os já existentes acaba por aumentar o esforço de pesca e dessa forma influenciar no processo de sustentabilidade da atividade.---------------------------The present study it has as objective, to characterize the Politics of Unemployment Insurance destined to artisan fisher in Brazil, having as focus of analysis is the South Big River state. For this, the descriptive research was used in a first stage and, in one second, with the intention esteem the function of search for benefit in the South Big River state, the method of Minimus Squared was used. It was evidenced that a reduction of 10% in the fished amount of deriving artisan fisher, provides an increase in the search for the 12,6% benefit and if analyzed the function of previous search and later the 1998, it is verified that a displacement of the search occurs, what they have an ambiguous effect therefore, at the same time where it facilitates the access to the benefit, it can be attracting more individuals for activity and in set with already the existing ones it finishes for increasing fishes effort and this form to influence in the process of sustentability of the activity.
