Extrativismo Da Carnaúba: O Desafio De Estimar Os Resultados Econômicos

Abstract

O objetivo principal deste trabalho foi estimar custos e lucro líquido nas etapas de campo (incluindo a elaboração de cera de origem) do extrativismo da carnaúba. A coleta dos dados ocorreu ao longo dos anos de 2005 e 2006, por meio de entrevistas abertas e observação de campo, ocasião em que se realizou um diagnóstico amplo do setor. A motivação para esta empreitada é decorrente das dificuldades de obtenção de informações sistematizadas para respaldar cálculos de custos de produção, rentabilidade e lucratividade. Observou-se que a escolha feita pelo produtor na contratação dos serviços em campo implica diretamente no resultado final em termos econômicos, com variações significativas para mais e para menos no lucro final. Nas condições atuais de descapitalização, a maioria dos produtores/rendeiros não tem acesso a recursos de instituições oficiais e, por isso, recorre ao mercado paralelo, a taxas de juros que podem chegar a 8% ao mês. Tal situação, somada à questão tecnológica, inviabiliza a exploração, principalmente quando explora somente a produção de cera de origem. Uma política direcionada para o setor, com juros compatíveis com a realidade, contribuiria para a recuperação no médio e longo prazo. No caso do BNB, os recursos já existem. Mas é preciso encontrar formas que permitam o acesso de uma quantidade maior de extrativistas.----------------------------------------------The main objective of this work was to estimate costs and net profit in the field stages (including the craft of origin wax) of the carnauba extractivism. The data collection took place along the years of 2005 and 2006, through open interviews and field observation. What motivated this work was the difficulty in obtaining systemized information to endorse calculation of production costs, lucrativeness and profitability. In the current condition of decapitalization, the majority of the producers/renter does not have access to financial resources from official institutions and, therefore, has to call upon the parallel market, where they obtain funds at interest rates that can get to 8% per month. This situation, added by the technological matter, makes the exploitation impracticable, mainly when the producer only exploits the production of origin wax. A policy directed to the sector, with interest rates that are compatible with reality would contribute to the recovery in the short and mid terms. In the BNB case, resources already exist, but it’s necessary to find ways that allow access to more extractivists.
