Análise Das Politicas Públicas De Incentivo À Ovinocultura

Abstract

Este estudo tem o objetivo de demonstrar se a política de incentivos adotada por Mato Grosso do Sul para apoiar a ovinocultura conseguiu provocar os efeitos positivos planejados na cadeia produtiva da carne ovina do estado. Foi feita uma pesquisa qualitativa, através de entrevistas com elementos-chave da cadeia produtiva, observação direta dos estágios da cadeia e uso de informações de fontes secundarias. A análise das características dos incentivos concedidos ao longo dos últimos anos para a ovinocultura em MS, mostra que estes incentivos não incorporam mecanismos de estímulo à modernização tecnológica das empresas, nem ao treinamento da mão-de-obra empregada. Os programas existentes não parecem possuir mecanismos capazes de estimular a incorporação do desenvolvimento tecnológico nem a busca de atuação coordenada por parte dos produtores e empresas locais. No entanto, podem ser observados avanços na organização da cadeia produtiva da ovinocultura em MS, como o aumento da organização dos produtores e o aumento do abate com inspeção sanitária. --------------------------------------------This research aims to show whether the incentives policy adopted by Mato Grosso do Sul to support sheep husbandry has cause the positive effects planned in the productive chain of lamb meat. It was made a qualitative research, through interviews with key elements of the production chain, direct observation of the chain stages and use of information from secondary sources. The analysis of incentives characteristics granted in recent years for the sheep husbandry in Mato Grosso do Sul, shows that these incentives do not incorporate mechanisms to stimulate companies technological modernization nor the employees training. The existent programs do not seem to have mechanisms able to stimulate the technology incorporation nor the search for coordinated action by both local producers and companies. However, progress can be seen in the productive chain organization of sheep husbandry in Mato Grosso do Sul, such as producers organization improvement and the increase of slaughter with health inspection.
